I never much considered it in other maps but it may take a whole night to build a steelworks near the map edge due to distance and travel times for those edge resources and hunter huts mean more time in the cold until there is more steam hub sprawl. Minor tip for those doing flats - the distance to resources and map edge is really extreme. I want to give it a shot to retry the max population achievement on a harder late game map (flats is absurdly easy for planning late game) but wasn't sure if it's really feasible to get max pop on Canyon.
